Human Resource Management Achievements
In terms of the Powers and Functions as enshrined in the Municipal Structures Act, water, sanitation and environmental health functions were a competency of the district municipality which resulted in the take-over of 15 staff members from the Department of Public Works in the 2003/2004 financial year; 80 staff members from the Department of Water Affairs and Forestry and 23 from Ulundi Municipality, one from uPhongolo Municipality and three from AbaQulusi Municipality in the 2004/2005 and 2005/2006 financial years, respectively.

About the Section
Zululand District Municipality's Skills Development Training
Programme offers a two-week course on Food Gardens and a three
week-course on Home- Based and Child Care at no cost. This
programme is linked with the Departments of Health, Agriculture and
Social Welfare. Approximately 3000 community members have benefited
through these
programmes since 2000 including the provision of seedlings. The
Youth has shown great interest in these programmes, hence we have
seen more participation from them.
The municipality is also running a learnership programme of 20 learners on mixed farming (horticulture) as a pilot project under the auspices of the Agricultural SETA. These Learnership programmes will also be spread to the entire district in the course of 2006. Presently, four skills training programmes on vegetable and crop production which had been conducted within the district have benefited 136 community members. In 2006, 140 community members will also benefit through this initiative.
The Zululand District Municipality is currently involved in three internships in the financial field and is investigating on opening further opportunities.
Institutional Support and Development Achievements
The Skills Development Training Programme comprises three skills

categories namely:

Home based care and basic HIV / Aids Counseling benefited 600

Skills Training (Ulundi / Nongoma / Abaqulusi / eDumbe / uPhongolo)
Mixed farming, crop and vegetable production skills programs training have been completed in eleven centres around Ulundi, Nongoma, Abaqulusi, eDumbe and uPhongolo areas which included the installation of hydroponics structures. More than 600 trainees benefited through these initiatives.
Negotiations have been entered into with Mthashana Further Education College for the institution to provide training to the Districts staff members as well as the community members on different skills.
Learnership Programmes (Ulundi / Nongoma)
Mixed farming, crop and vegetable production as well as poultry boiler production learnerships were implemented under the auspices of AGRISETA and Nedupola Trust and the municipality.
