PLANNING AND COMMUNITY DEVELOPMENT SERVICES

Introduction

Zululand Development Planning Shared Services was established as part of the turn around strategy for Local Government. It was further established to support and assist in the devolution of powers to Local Government. The need for DPSS is linked to the following factors:

  • impending changes in development planning legislation, PDA;
  • limitations on capacity in Local Government;
  • financial constraints in municipalities to engage qualified and suitably experienced planning staff in terms of legislation;
  • the need to extend all development planning functions across the full area of jurisdiction of local municipalities in terms of the PDA;
  • and to strengthen coordination function between Municipalities.

The key objective is to establish effective local governance in Zululand.

One Senior Planner must still be appointed for Ulundi and Nongoma Municipalities and a Building inspector for Abaqulusi Municipality.

 

Memorandum of agreement on Sharing between Municipalities

Participating Municipalities are indicated in the table above. All staff members are shared by Municipalities and as such contributions by municipalities are agreed upon by means of a memorandum of agreement and a Business plan for Zululand Development Planning Shared Services.

Mandla Tengbeh

The GIS section of Zululand DPSS is lead by Mandla Tengbeh. The role of this section is to provide spatial information for all municipalities under Zululand to support better decision-making and planning efforts.

Mandla serves as a GIS Specialist and is a registered Professional GISc (Geographical Information Science) practitioner with the South African Council for Professional and Technical Surveyors (PLATO).  He has a Masters degree from Stellenbosch University where he specialized in GIS Design Management and Implementation.  Mandla also has an Honours degree from Stellenbosch University where he specialised in Environmental Analysis and decision-making. This precedes a degree in Geography, Environmental Science & Planning which he obtained from the University of Swaziland (UNISWA).  
Prior to joining the Zululand DPSS GIS unit, Mandla worked for Sigodi Marah Martin (Development & Engineering Consultants) as a Regional Manager where he was responsible for managing all GIS related projects in the Eastern Cape, Gauteng, Mpumalanga, Free State and KwaZulu Natal across nine local offices and an International office in Freetown, Sierra Leone.
