REQUEST FOR PROPOSALS (RFP) FOR THE APPOINTMENT OF PROFESSIONAL SERVICE PROVIDER (IMPLEMENTING AGENT) TO IMPLEMENT SPECIAL PROJECT TURNKEY CONTRACT: TRADING FACILITIES FOR INFORMAL TRADERS   

Zululand District Municipality hereby requests proposals from experienced, qualified and reputable professional service providers to assist the Municipality with the implementation of a special project in their area of jurisdiction required for service delivery improvements using turnkey contract.

The service provider should hold a professional Civil Engineering qualification, registration with the Engineering Council of South Africa (ECSA) and at least 5 years experience in the civil engineering field. The service provider must submit a proposal and the implementation plan for the special project as turnkey contract in order to realize the potential of community involvement and training on the project. The turnkey contract strategy entails that the management and implementation of the projects must be undertaken under the appointed professional service provider in order to un-bundle the project proportionally and with the involvement of the community and affected parties.

No tender documents will be provided by Zululand District Municipality. Tenders are to submit a proposal detailing fully their methodology, capacity, cost and their BBBEE status.

Project Description:

Trading Facilities for informal traders along R66 in Nongoma Town. Estimated project value: R2m. 

 Proposal Requirements:

Company Profile with a registered person(s) with Professional Civil Engineering experience.

Functionality of the special projects programme.

Methodology of implementation with timelines.

BBBEE compliance and accredited certificate required.

The closing date for the expression of interest 21 August 2012

Submission:

Proposals must be deposited into the tender box at the reception area of the Zululand District Municipal Offices at B400, uGagane Street, Ulundi, 3838. Comprehensive proposal document complying with the conditions of the request for proposal bid must be sealed and externally endorsed as follows:

Proposals must be enclosed in a SEALED ENVELOPE and addressed to the Municipal Manager, Zululand District Municipality with the Contract No. ZDMQ 1304 contract name clearly marked on the outside of the envelope.

Proposals received after the stated date and time will not be considered. Couriered, Faxed, Posted or Emailed proposals will not be considered.

Council does not bind itself to accept the lowest bid or any proposal and reserves the right to accept the whole or part of the proposal. Zululand District Municipality Supply Chain Management policy will apply.
