Departmental Overview

The Planning Department is responsible for the development and implementation of an Integrated Development Plan (IDP). An IDP is an approach to planning that involves the entire municipality and its citizens in finding the best solutions to achieve good long-term development. All three spheres of government are responsible for developing and implementing an IDP which is a Strategic Plan specific to that Municipality and informs all municipal decision-making as well as all the business processes of the Municipality so the directorate is key to fulfil such a function.

The Planning Department is also responsible for the delivery of water and sanitation services and for the development of plans for this service delivery. It is also responsible for the development of strategies for the Municipal district solid waste site and Municipal district roads.

 Core Function(s)

The Planning Department is responsible for drawing up the IDP and implementing it together with all the departments of the municipality. The Department is also responsible for the drawing up of water and sanitation plans to provide water and sanitation to the citizens of the District municipality

Functional Responsibilities

  1. Integrated development planning for the district municipality
    • Co-ordination of district wide municipal spatial planning
    • Preparation and review of an Integrated Development Plan
    • Preparation and implementation of a Municipal District Spatial Development Framework Plan
    • Co-ordination of district wide environmental management planning
    • Preparation of an environmental management framework and plan for the area of the district
  2. Bulk supply of water
    • Progressively ensure efficient, affordable, economical and sustainable access to water services
    • Prepare and implement and report on the implementation of the water services development plan
    • Enter into contracts and joint ventures with water service providers
    • Monitor and evaluate the performance of water service providers and intermediaries
    • Develop bylaws to regulate water use
  3. Bulk sewage purification works and main sewage disposal
    • Co-ordination, development and implementation of the bulk sewage purification works and main sewage disposal
  4. Municipal district solid waste sites
    • Monitoring implementation of project specific environmental management plans including the municipal district solid waste sites
  5. Municipal district roads
    • Development, management and review of a rural road asset management system for the area of the district
